Of migration and mobility of the population is accompanied by the emergence anddevelopment of human society, there has been the population of social phenomena.In the process of industrialization and urbanization in the developing and developedcountries, this phenomenon is becoming more common.30years since China’s reform and opening up, with the development of society andeconomy, the population migration flow phenomenon is also showing a lot of change.Not only the range of flow more and more widely, the scale of the flow is more andmore big, but also show many structural changes, including floating population fromoriginal "single out" development for now "moved", flow time from "short-termretention" has gradually become the "live for a long time" and so on. Floatingpopulations moved and live for a long time of a direct impact on children getseducation problems reflect. This problem with the government of floatingpopulation policy change by management into service, by more and more concerned.Domestic scholars of floating population of children by education problems fromdifferent angles and a lot of research.Changchun is the capital of Jilin Province, Jilin Province, political, economic,cultural, science and technology, and transportation center. Changchun’s populationaccounted for27.5%of the province’s population, Changchun’s GDP accounted for39.9percent of the province’s GDP, the fiscal revenue in the province the proportionis44.0%(2008). Since always, changchun not only attracts people moving in theprovince, and at the same time, foreign province of the floating population haverelatively strong attraction, many years since always keep populations of net ingoingingoing. Countries have enacted "China’s Tumen River Area Cooperative Development Plan2009". Nagayoshi picture shows the development and openingup of the pilot area will be the development of Changjitu rise as a national strategy, asthe capital of Jilin Province and Changjitu center of Changchun will usher in a fasterstage of development, the size of the population migration flows will increasesignificantly, and the resulting demand for public services and the pressure will beincreased accordingly.In view of the past studies focus on the educational problems of migrant childrenin Beijing, Shanghai and the eastern coastal cities and other developed regions, inorder to actively respond to the current population of large-scale move into theenormous challenge to the Changchun City Public Service, to provide the bestpossible for the floating population better public services, we have chosen toChangchun City as a regional research object, the floating population in theirchildren’s education in the public service. For this, Jilin population and familyplanning commission and Jilin university cooperation group was established, thegroup in Changchun, Jilin, Yanbian do some questionnaires about "Changchun thedevelopment and opening pilot area population information collection questionnaire".The effective samples have448papers involving the changchun city, he floatingpopulation by the education content including children floating population inpreschool education of children defined、choose school、whether with local studentsby different treatment and drop out and so on.The results analysis shows, there are five basic characteristics with Changchunfloating population children education. The first, Most of the floating population’schildren accept the preschool education, and more inclined to accept the kindergarteneducation way; Second, floating population tend to the children accept into the areacompulsory education, this feature in the flow types is among the floating populationof the province is very outstanding; Third, floating population less choice for theirchildren choose school in compulsory education phase. This he situation in the highincome of floating population increase greatly; Fourth, most of the floatingpopulations think their children with local students accepted the same educationtreatment, and for different treatment place, most people don’t care "School facilities", "teacher force","teaching quality" and other hardware outside elements, but they carethe teacher’s question, the harmony of the students; Fifth, society of floatingpopulation of children education quality attention is less. The predicaments ofChangchun floating population children education, main problems, find reason,mainly includes three aspects: One is the policy factors, the reason including policyitself is not sound and policy implementation; Second, the social economyenvironment influences; Third, the influence of floating population and their children.According to above analysis, this paper argues that children education problemsolving floating population should follow from the conception of the action, and thento policy guidance and timely monitoring and feedback of thought. There is thespecific countermeasures: First, training professional teachers or volunteer staff, forthe floating children education and environment in to provide professional consultingand coaching; Second, we should build the floating children in their own, family,school and society’s education system, play to their respective advantages andfunction in order to improve the flow of children start school opportunity and thelearning quality; Third, focus on long-term research problems related to the floatingpopulation and to formulate relevant policies and further clear central and theresponsibility of the government defined; Fourth, perfect the education of the childrenof the floating population policy monitoring, evaluation and accountabilitymechanism.
