Two decades of reform and opening up,with the rapid development ofChina’s economy.the overall level of compulsory education has been greatly improved, especially since2002, all aspects of our funds for compulsory education management system reform, the central government pays the transfer of the intensity of the compulsory education finance, rural compulsory education in China has made great achievements. As a result of China’s vast territory, large population, levels of economic development in different regions, China’s development levels of compulsory education are not the same. In the context of the growing number of school-age children in China, how to ensure the rational use of the funding for education and compulsory education in development has become the focus of concern and problems to be solved. the popularity of compulsory education is related to the interests of the nation, only comprehensively promote compulsory education development,it will come ture to achieve the universal improvement of the quality of the people, narrow the gap between the rich and poor, regional differences, and then comprehensively push forward China’s socialist modernization drive. China has more than800million farmers, developing the compulsory education in rural areas is the key to improve their teaching. Education funding is a major factor to affect the standard of teaching, teaching facilities differences, there are some problems on educational resources in the distribution, use a direct impact on the direct level of development and reform of the effectiveness of China’s compulsory education.Now,we regard Yucheng County,as an example, based on findingthe problem, asking questions, analyzing problems, logical thinking to solve the problem, the paper is divided into four parts. The first part is an introduction, includes background, purpose and significance of including the topics of the theoretical basis of the argument, the domestic research, research methods and ideas. The second part is the research methodology and survey implementation process, Yucheng County, rural compulsory education in total education funding, education funding sources, financial education, sources of funding to carry out a detailed investigation. The third part is the problems of the rural compulsory education, including education funding, a single source of funding, severe urban-rural differences, and management system problems, the state compulsory education resource allocation is unbalanced, merging improper teaching point, students decreasing year by year. Part IV explores the reasons for these problems, the fifth part of the countermeasures and suggestions are to solve the above problems. Including the financing of multi-channel funding for education; to improve the education laws, compulsory education will be incorporated into the performance evaluation; balanced urban and rural educational resources, improve the rural school’s level; further promote the adjustment of the county rural primary and middle schools, to build boarding schools in rural areas; improve compulsory education finance management system; increase the central, provincial funds for compulsory education investment.
