In the course of the constant development of the compulsory education in rural areas, education fund is always the prominent problem which restrains its development. Since 2000, the reform of rural taxes and administrative charges has been made experiments in some provinces of China ,which has imposed great influence on the financial input of rural compulsory education. The thesis, taking the country D of Anhui province as the case ,finds that the farmers' burden has been reduced after the reform of taxes and charges ,however, to some extent, the shortage of education fund on rural compulsory education has been increased. The influence mainly includes:the great shortage of education financial input and the great gap of education fund;the heavy school debt which is difficult to give back;the severe deflault of teacher salary which will be difficult to ensure the teaching quality;and the school infrastructure which needs to be improved. After investigation, the paper proposes some ideas on how to improve the financial input system of rural compulsory education .It thinks that we should rethink the present financial input system which is shifted the main responsibility to country government and administrated and financed by different level of government and explore the new financial input system of rural compulsory education ,which includes the following aspects:(1)we should ensure the government financial input on compulsory education and set up the scientific sharing mechanism;(2)we should pay attention to the education gap between the rural areas and the urban areas, especially the development demand of rural education;(3)we should establish the standard financial transferring system;(4)we should expand the source of education fund;(5)we should enhance the management and supervision of education fund and improve the spending efficiency;(6)we should implement the education innovation in rural areas so as to meet the reform of rural taxes and administrative charges.
