The nation development depends on education; Teacher is the root of educationalplans. Department of education plans, teacher-oriented. Teacher is the educational pillar,is the key of education reform, teachers’ quality directly decides the level of education. Inthe advancing of Xinjiang to span type development and the long period of stability in thegreat historical opportunity, Xinjiang education development also faces the hithertounknown challenge and opportunity, improving teachers’ quality in Xinjiang area hasbecome to promote educational development in Xinjiang and education to solve therealistic problem, is becoming the important content and real need.Kashi is the western city in China, the whole area consists of1city and11counties,the total population is350thousands, the Uygur people accounted for90%, with the Uygurpeople as the main body is the area of minority inhabit a region. Due to the geographicalenvironment, economy,culture, teachers and many other factors, resulting in the areas ofeducation and the foundation is relatively weakness, art education relatively lag, relative tothe southern Xinjiang Hetian, kezhou and other regions, the Kashi area was especiallyestablished as first special economic administrative region in Xinjiang, economy, educationand culture are facing a new development opportunity. therefore, researching Kashi areamiddle school art education and art teachers’ quality is becoming more representative andprospective.Studing on the historical materialism and dialectical materialism standpoint andviewpoint, take the method of investigation and study, on undertaking in-depth survey ofthe Kashi area of Xinjiang secondary school art teacher quality, from the point of artteachers quality concepts and quality is analyzed, on the Kashi area of Xinjiang middleschool art teachers troop’ present situation from the ideological quality, professionalquality, general quality and other related factors in four aspects such as investigation andanalysis, and from the educational resources, art teachers, teacher training and teacherevaluation mechanism from four aspects such as in-depth analysis of the main factorsaffecting quality improvement, in practical investigation and theoretical analysis based onthe area of Kashi of close together union is actual, from the focus of governmentsupervision, strengthen art education to give aid to strength, constructing the trainingsystem, supplementary teacher’s sustainable development energy, based on the teachingpractice, and constantly improve the professional quality of teachers, improving theevaluation mechanism, stimulate fine arts teachers first to excellence power from fouraspects, to enhance the middle school fine arts teachers quality in Kashi area of Xinjiang putting forward scientific countermeasures and measures. The paper puts forward shallowthoughts and ideas for improving suggestion, the middle school art teachers’ quality in theKashi area of Xinjiang and promoting the Xinjiang fine arts education development hascertain theory significance and the practical significance.
