| Present, China is vigorously promoting the building of a harmonious society fortheir communities vulnerable groups as a member of our citizens, as a harmonioussociety important an integral part of providing a reasonable bailout able to highlightthe scientific concept of development and people-oriented governing philosophy, butalso our social civilization progress performance. To this end, the author combinescommunity vulnerable groups of rescue practice in survey analysis based on thecontext of building a harmonious society community vulnerable groups rescue mode,should be in line with China’s national conditions and practical needs, and hope tovulnerable groups shared reform open results and help China to promote the reliefwork of the vulnerable groups.The first part of this paper introduces the topic of this article basis, researchpurpose and significance of the research status and trends, the basic ideas andmethods of this study, which laid the groundwork for later research.In the second part, it is the related concepts and theoretical overview. Mainlyelaborated a harmonious society, community building, vulnerable groups, socialassistance and other related concepts, and to explore the theory of the social safety net,and theoretical support for the Fairness theory, the theory of building a harmonioussociety associated with this article.The third part of this article on the communities vulnerable groups constitute,characteristics, causes. Currently, our community vulnerable groups including thedisabled, the elderly, children, long-term significant ill, unemployed, migrant workersand other staff, they have a low income, low employment rates, low levels ofeducation, low social status, endurance, and low basic characteristics.
