The Study On China’s Third Sector To Provide Assistance For The Social Vulnerable Groups

The rapidly development of the third sector in China began in the80’s, andobtained remarkable achievements. But from the overall, the third sector developmentstill in its infancy, there are also many problems in the process of its development.The third sector is exploring the twists and turns ahead. With the deepening of thereform of social system and the deepening development of market economy, a specialgroup out of system gradually surfaced, including the elderly group, group of poorstudents, children, migrant workers, and so on. In China, the concept of socialvulnerable groups was presented clearly by a government work report committed byPremier Zhu rongji pointed in2002, from this government work report, Premier Zhuappealed to pay close attention to the condition of this group. The problem of socialvulnerable group’s highlights made people worried, a series of social and economicproblems followed, as gradually like a chain reaction. Government attaches greatimportance to the first, but due to the crucial reason such as governmentfailure, affecting a wide range and many internal and external reasons, the third sectorbegan to play their important role at this point. The third sector has many advantages,including they has large number of groups, has wide scope of activities and targeted tothe goal, so, they can provide effective social aid for disadvantaged groups,effectively fill the gaps in helping social vulnerable groups by government.Firstly, this article analyzes the present situation of the government bailout aboutsocial vulnerable groups, and concepts from the characteristics of the vulnerablegroups from three categories, such as Physical, natural and social. Then, the articlesystem elaborated the influence of the social vulnerable groups in society, andresearched the problem that if social assistance just relied on government to save thevulnerable groups, that would be many unexpected troubles created. Secondly, thisarticle adopts the case analysis, introduced ONE Foundation of this typical case toanalyze the social status of the development of third sector at present China, includinginfluence factors and the barriers and obstacles encountered in the way, and someSuggestions are put forward. Thirdly, Integrated in full view to draw conclusion, anddiscussed the future research direction about third sector and social vulnerable groupassistance in the future.In the context of present stage in China, even though there exists some problemssuch as low efficiency, the system is not standard, excessive reliance on thegovernment, and so on. With the NGO represented by One Foundation activity scopeexpanding rapidly and ability enhanced gradually, fully shows that third sector hasstrong and enough vitality, it would continue to meet the needs of eradevelopment. The future of the third sector will be brilliant, no matter their owndevelopment or their contribution to the society.
