"Law stands for the willingness of the dominated class who has beat down other classes ", so law is not only an important part of the state power but also an effective means to keep social orders, ensure social stability and adjust social relations. With the establishment of The People’s Republic of China, Kuomindang’s old law system was destroyed but the old system of judicial and concepts still exist, which cannot adapt to the construction of state power and also impedes the development of the social economy.The fact that People in charge of the judiciary do not work with incorruptibility on the politics, organization and thoughts will strongly weaken law’s functions to maintain social justice and keep social orders. What’s worse, that will damage the superiority of the people’s democratic regime seriously. It becomes a must choice for the community party and government to consolidate the people’s democratic dictatorship in the early days of P.R.C. by making sure that it ultimately depends on people to reform the old judicial system, rectify the judiciary, eliminate the concept of the old law and ensure "the sharpest weapon of people’s democratic dictatorship"In September,1952, the judicial reform movement in Guangxi did not cause massive repercussions after it is set off because of the complicated situation of Guangxi province, the legacy of New Gui warlordism and people’s lack of consciousness. In order to eliminate the plight, the community party and government in Guanxi Province took series of measures:to relieve the judicial officers’ resistance and the public’s misunderstanding after a large-scale internal mobilization; to eliminate the old staff’s views and ideas about the old law and establish people’s new judicial concepts by ideological transformation; to rectify the organization, absorb new cadres, make the judicial personnel pure, and practice the judicial tradition of mass line vigorously. Though the judicial reform movement exerts some negative impact which can not be ignored on the later legal construction, it promotes people to establish their judicial awareness and raise their consciousness, lays a good mass foundation for the establishment and promotion of a new system.This paper will regard the judicial reform movement in Guangxi as a study target aiming to reveal the association between the judicial reform movement and the regime-building, the political achievement of the whole country in the early days of P.R.C. to understand the political significance correctly to a deep level.
