In this era of knowledge-based economy, it is in fact the competition of human resources in the competition among different companies. Human resources is the one of the keys that companies could achieve their business goals, and the most important driving force that boost the economic development and human progress. A reasonable performance appraisal system is the foundation on which human resources department make policy and important decisions. It is also an essential tool that could help enhance cohesion within a company, set up a good team-spirit among employees and improve the employees’performance. It is a significant mechanism that could help the whole process in which enterprises realize their strategic objectives and system. At present, the managerial principle based on performance appraisal is widely acknowledged among all kinds of enterprises. Performance appraisal is accordingly playing an increasingly important role in business management. How to improve the competitiveness of enterprises and how to make rational use of the talents, to create more economic benefits for the enterprise, to play a greater role in the enterprise, have become an important issue that concerns all levels of managers, in particular,senior managers.Henan Provincial Highway repayment management center was inaugurated on August18,2010in the Henan Provincial Department of Transportation. Zhang Dawei, the deputy governor of Henan province, attended the inaugural ceremony presided over by Li Heping, deputy director of the Henan Provincial Department of Transportation. The several sectors of highway administrated by the repayment center include:the Xinxiang-Zhengzhou section of Beijing-Zhuhai Expressway, Puyang to Hebi highway, LianHuo Expressway in Henan province, Yeji-Xinyang sector of Shanghai-Shaanxi Expressway, Shaolin temle-Luoyang expressway, southwest Luoyang beltway highway, Luoyang-Jiyuan Expressway, jiyuan-Xinxiang section of Changji expressway, as well Jiyuan-Shao highway, about1705km in sum, with a total assets of nearly60billion yuan. There are four Subordinate units in this center, including three Division-level units and a deputy Division-level unit, named the Shaoxin management center, Xinzheng management center, Puhe management center and WanPing management center.This essay studies the henan resources management of Shaoxin management center, which is located in Baisha service area, Zhengkai highway. This center was set up from the Former Henan Highway Project Management limited liability company with a reduced capital, and with a registered capital of14million yuan. It is one of the affiliated institutions of Henan Provincial Highway repayment management center. There are more than1680employees in the center and it is primarily responsible for the day-to-day operational management of336km of highway of the Henan Department of Transportation.First of all, I will analyze the performance appraisal system of Henan Provincial Expressway Shaoxin management center; Secondly, I will analyze the evaluation principles, procedures, methods and indicators based on the process and the results, as well as the combination of different management functions of different levels and job content of different positions, in order to improve the efficiency of performance appraisal, and make use of this system to its greatest extent; Finally, according to the study results, I will make some constructive advice to perfect the management of the performance evaluation system, and propose some innovative points on the performance evaluation.
