The Research Of Sustainable Development Of E-Governance In Zhoucun District Of Zibo City

The county level government has a very important position in China’s political system, which carries more than80%of the social management and public service functions. E-governance is the important content of the construction of information in China, the application of county level E-governance, which commits the tasks of providing public information to the E-governance system and feed backing policy implementation results. And which has a more realistic significance on expression of smooth channels for public opinion, improving the credibility of the government, enhancing transparency, and improving the grass-roots government’s public service capacityIn recent years, China has vigorously promoted E-governance construction, all levels of E-governance has gradually built and have been made a great development. But in the long term, China’s county level E-governance is still in the initial stage of development, significantly lags behind the economic development and social progress. In the "12th Five-Year Plan" period involving the development trend of E-governance, E-governance construction of center of gravity moves down and the sustainable development of grass roots E-governance has become the focus of developing. How to realize the standardized operation of the county level E-governance and sustainable development, sharing interconnection and resources up and down, which is worthy of government departments, experts and scholars’ reflection and discussionThis paper is based on the interpretation of the E-governance’s connotation and the effect and significance of the development of E-governance, combined with the related literature at home and abroad, through the analysis of the development of the domestic and international E-governance experience. This paper began from the development of E-governance in Zhoucun District of Zibo City, Shandong province, deeply analyzed the encountered difficulties, existing problems in the E-governance construction in Zhoucun area, such as the lack of unified planning, insufficient capital investment, unreasonable institutions, repeated construction seriously, the scattered information resource, system is not perfect and other difficulties and problems and investigated and analyzed the district-level E-governance from point to area, discussed the more real and specific problems on the development of the district-level E-governance.Meanwhile, this paper is combined with the Twelfth Five-Year Plan of the E-governance of the nation and Shandong Province, as well as the domestic and foreign advanced construction concepts, mode of constructions be worthy of promotion and the maturing outcomes, engaged in providing the theoretical references and suggestions in the development of the district-level E-governance, putting forward the correspond ideas, measures, methods and countermeasures, in order to play a promoting role in the sound and sustainable development of district-level E-governance through my research.
