Jinan Communist Youth League Organizations To Participate In Social Management Studies

Currently, our country is undergoing the strategic development, and also experiencing theperiod of social contradictions. But the social management system is relatively falling behind,which need to be reformed and improved. There are new requirements about social managementin the new situation. In the context, participating social management directly is still a brand newtask for The Communist Youth League. The League is facing new challenging while taking partin the social management and innovation.The report of the18th National Congress of Communist Party of China (CPC) points outthat strengthening the enterprises, institutions and people’s organizations in social managementand service functions; to guide healthy and orderly the development of social organizations; togive full play of masses’ fundamental effect in participation of social management. Among thesocial organizations, the Communist Youth League(CYL) of China are considered as thebackbone. CYL participates widely in social management and public service which undertakesmany functions transfer from the government. CYL do support the construction of new societymanagement pattern and public service system which is essential to adapt to the development ofChina’s economic and social science.The Communist Youth League works as socialorganizations that actively participating in social management and public service would do agood job of youth work for our party and the government. It can help to coordinate the relationsbetween the party and the government with the youth as well. Meanwhile, CYL would play animportant role in guiding and serving the youth to grow. The Communist Youth Leagueorganization participates in social management and public services which could represent andsafeguard the legitimate rights and interests of the youth.The report of the16th Communist Youth League defined the social management and publicservice function of the Communist Youth League:"to adapt to the transformation of governmentfunctions, to actively participate in and promote the government youth career developmentplanning, commissioned by the government to assume the youth affairs, to make efficient use ofmarket mechanism, in virtue of the strength of social intermediary organization, to utilizeextensively of social resources, to develop vigorously the youth welfare, to service for theyouth." As can be seen, the function of the Communist Youth League organizations has beengradually transformed from the traditional functions of the single mode to multivariate model which covers political functions, economic functions and social functions. Thus, it has becomeone of the important function of the Communist Youth League organizations.to participate insocial management and public service.The new situation brought many new features, new problems and new challenges to socialmanagement. In participating in social management and innovation, work of the CommunistYouth League faces new challenges, some traditional working mode has no longer adapted to thecurrent situation. Those questions concerned how the Communist Youth League organizations toadapt to the new requirements of the times, seize the favorable opportunity so as to participateextensively and effectively in social management and public service, the construction of theorganization system and operating mechanism, the problem of the current ways of participationand so on need research and summary in theory.This paper preliminary discuss these issues inorder to provide references for the theory scholars and the relevant institutions.About how to adapt the requirement of the new period, and how to be widely andeffectively interfere in social management, this article researches and discusses the measuresabout The League participating social management by analyzing the present situation of it andthe problems occurred.
