According to the statistics, there is a number of82.96million disabled in China,which account for6%of the total population,and presents a huge population base.At present, the research focuses on the problem of employment security aspects for healthy people rather than employment security for the disabled.Yet employment desire for equality for the disabled the same as the normal people, the disabled employment for their personal, family and social environment has a certain influence.Have been in China for the disabled employment guarantee problems, The government make unremitting efforts. At the11th five-year planning of the complete solve the problem of some handicapped people, at the same time Dalian responding to a nation also puts forward the relevant measures.But to solve the problem of employment of disabled persons fundamentally is deficiency. It is still need continuous exploration and efforts, and fully implement and the rationality of Dalian policy also needs to be strengthened.Therefore, this paper bases on the employment security of disabled persons in Dalian as the main research object.By the analysis of present situation on the basis of employment security for handicapped and in view of the situation to explore the causes of problems, listed several typical developed countries,it puts forward relevant suggestions for the improvement Dalian disabled employment security.Paper is divided into five chapters,First chapter is the definition of the disabled and employment of the disabled.This chapter expounds the importance of equality, fairness, and full employment for disabled persons, and listed the theoretical basis of employment for the disabled. This part describes the literature review both domestic and abroad.Second chapter describes the present situation and problems of the disabled employment guarantee in Dalian.This part analyses the employment security problems for disabled persons in Dalian,including the disabled employment channels narrow range and less employment system implementation, etc.The third chapter analyzes the cause of problem for the disabled employment security in Dalian.Because disabled people own existence certain defects, it leads to the disabled employment problems. At present,there are some limitations of Dalian disabled employment protection model,and the disabled looking for a job difficulty in Dalian.The forth Chapter analyzed the United States, Japan and other developed countries of the disabled employment security system.It draws lessons from the outstanding achievements and Systems, fully run according to the proportion of employment policies, which develops a broad and sound social organizations. It needs to implement vocational rehabilitation and vocational training system, improving the disabled employment regulation mechanism.The fifth chapter puts forward the countermeasures to solve the problem of job security for the disabled in Dalian. In order to solve the employment security for the disabled,it is going to put forward some related measures.
