Wangjiang Demonstration District Government Management Mode Innovation Research

On January21,2010, the National Council approved "Plan for Wanjiang City Belt Demonstration Area for Receiving Industries Transferred from External Regions".Based on this plan, Anhui Provincial Committee of CPC and Anhui Provincial People’s Government has approved to build Jiangbei Industry Cluster Zone and Jiangnan Industry Cluster Zone which would serve as an important platform for innovation on development system and mechanism. With the implementation of the projects, there are increasing difficulties in dealing with buildings demolition and relocation houses construction issues, zone management. The shortcomings and contradictions of administrative mechanism are coming out. Consequently, at the beginning of2012, the Management Office of Wanjiang City Belt Demonstration Area was set up affiliated to Anhui Provincial Reform and Development Committee and has always committed to exploring efficient and scientific ways of management for Wanjiang City Belt Demonstration Area.This paper studies Anqing Demonstration Area for Receiving Industries Transferred from External Regions (shortly as Anqing Demonstration Area) from the perspective of innovative management mechanism through comparative analysis. In this paper, successful experience of development and construction in economy and development zones home and abroad is quoted to analyze the advantages, disadvantages and problems in Anqing Demonstration Area. Proposals and suggestions are put forward trying to provide appropriate ways of management theoretically and practically in Wanjiang City Belt Demonstration Area.This paper is divided into four parts. Part Ⅰ:IntroductionThis part includes the significance of the study of innovative management mechanism for governance in Wanjiang City Belt Demonstration Area and general introduction to the trend of economy and development zone home and abroad. At the early stage of the economy and development zone, administrative management played the leading role in the management mechanism and the zone mostly provides the shared space for enterprises gathering together. The State invested heavily in the zones which greatly promoted the regional economic development.The main features of the economy and development zones are as follows:1)set up management body;2)fixed development policies;3)financially sponsored by the central government;4) increasingly invest in public facilities and infrastructure;5)gradually adjust and optimize the industrial structure.Part II:Anqing Industry Cluster AreaThis part includes the basic information, management mechanism and construction achievement of Anqing Industry Cluster Area. In2010, Anqing Demonstration Area was built inside Anqing Chemical industry area. On June19,2012, Anhui Provincial Government approved to set up Anqing Chemical Industry Cluster with New Materials (also as Anqing Demonstration Area).The innovative development system, management system and talent support system have been explored and practiced. Achievement has been made in infrastructure and business promotion.Part III:SWOT Analysis of Anqing Industry Cluster AreaThis part includes theories of economy and development zone by domestic and foreign experts, the trend of government function of administrative system reform, the advantages and disadvantages of Anqing Industry Cluster Area.Part IV:Strategies and SolutionsThe paper’s standing point:The economy and development zones are granted with administrative power and designed to promote regional economic development through platform construction and market exploration. The strategies are as follows:setting up independent managing mechanism dominated by legal representative; getting rid of administration mechanism; put the projects on the top priority; carrying out project outsourcing; build cooperative and sound interaction with enterprises; and making the management participants diversified.Last part:Conclusion and expectation on Wanjiang Demonstration Area.
