In recent years, with the deepening of reform and opening up, economic and social development of the city, profound changes of social structure, a profound adjustment of the pattern of interests, interests increasingly diverse society, difficulty of management increasing, new social problems such as illegal production, illegal operation, illegal construction, safety accident, emergency incidents continue to occur. The causes of these problems are many, but is mainly embodied in system and mechanism, based on this reality, in late April2012, Zhengzhou municipal Party committee, city hall to grid management as the carrier of the "adhere to rely on the masses, to promote the work of the implementation of the establishment of long-term mechanism, grid management work carried out within the city. Implementation of grid management, strengthen urban primary market supervision, social management, public service duties, give full play the main role of grass-roots government functions and the masses of the people, for the realization of new urbanization development environment of city building of Zhengzhou metropolitan area leading and the creation of a stable and orderly, harmonious and the people living environment is very important significance.This paper makes an empirical study of Huayuan Road Street office implementation of grid management. Describes the background, classification, staffing, establish a sound working mechanism three aspects to build system of grid management from the grid settings, with seven fields and city management to enhance thirteen and twenty work as a key to promote the grid management, pay attention to explore the establishment of government administration and autonomy of the masses of the effective connection and interaction in the new mechanism to run the process. Implementation of grid management year, area environment more stable, orderly, harmonious, the management mode of the advantage has been shown: the management of more precise and standardized, management is more sensitive, efficient, cooperative enhancement, work ability management improved; the masses autonomy has been strengthened. But this new social management mode of operation for one year, also encountered some problems such as; mechanisms need to be further improved, is still relatively strong administrative color, autonomous degree is not high enough, the need to strengthen the public service to fuse, needs to be strengthened. The author analyzes the problems and the causes of the problem, and puts forward some countermeasures and suggestions:perfecting the social participation mechanism, deepening the fuse, strengthens training, improve the assessment and incentive mechanism.
