From the formal establishment of the Street Office in 1954, its legal status, management system, organizational functions and other aspects have carried out a number of reforms. However, no matter the theoretical research and practical exploration, the Street Offices can not get rid of the embarrassment of the situation: On the one hand it was entrusted with the important responsibility of territorial governance, on the other hand it does not have the authority to coordinate the various organizations. In such a situation, the Street Office will take different strategies to cope with the higher levels of government and people in the area. However, the choice of strategic behavior has also aggravated the plight of the existence of the street office.Current research on Street Offices mostly static, normative research,and research perspective is limited to the internal environment of the Street Office. However, China's current social form is a prismatic society. In this social form, Street Office acts not only by the internal environment, but also by the impact of the external environment of the organization.This research will study the angle of view from the organization interior to the organization environment.under the background of the theory of the system, and constructes the system logic environment which influences the behavior strategy of the Street Office: national system logic, market system logic, bureaucratic system logic and social system logic. And assumed the behavior of Street Offices under different system logic. Through the case study of the Street Office in the Z Zhuang petition, APEC meeting, performance appraisal of the behavior strategy, and analysis of the institutional environment factors of strategic behavior, so as to verify the hypothesis.This study shows that the behavioral strategies of Street Offices are influenced by the specific institutional logic. Only to promote the reform of the system logic, it is possible to get rid of the plight of Street Offices.
