The Research On Dilemmas Of Governmental Cooperation In Megalopolis

China’s urbanization process is speeding up, and megalopolis becomes the new form of the urbanization. Megalopolis is one important form of the regional developments. In the context of intense regional competition and lots of regional public problems are springing up, the present regional management system cannot support megalopolis’ develop and the single city government’abilities to resist the risk are becoming more and more weak. Therefore, in order to promote megalopolis’further development, we need to strengthen the connections and the cooperation between the city-governments via working in cooperation with each other. In condition, we need to develop the multiple subjects’ function.Megalopolis is one kind of the functional regions and the field that the multiple subjects can play game with each other. Megalopolis is not only belongs to the governments, but also belongs to the enterprises, non-profit organizations and people. Government is the agent of public interest. Megalopolis’governance in china is different from western countries, because the governments have the power and the resource superiorities so that it is the core position.The article discusses the cooperative situations between city-governments in megalopolis mainly by the view of regional governance. The object of study is megalopolis, and the city-governments’cooperation is the variable, we study its internal logic by getting them together. The article analysis the current problems by the new view, we think the cooperation between city-governments’ is the origin to achieve the good governance in megalopolis.The paper mainly consists of the following five parts:the first is an introduction. This chapter mainly introduces the research background, significance, the research mentality and method and the related literature. The second part introduces the origin of the regional governance theory and the main contents and it’s usability in china. The third part mainly talks about the cooperation situation and the problems. The chapter analysis the main contents and motive-force model, then it raises the main dilemmas in cooperation between city-governments. The forth part main analyses the reasons behind the dilemmas in cooperation between city-governments by the theoretical level and the actual level. The fifth part offers the proposals on the basis of reasons’study behind dilemmas in cooperation between city-governments. The proposals mainly contains updating of cooperative idea, building the cooperative platform, innovating the cooperative mechanism and reforming the cooperative system.
