Research On The Inter-governmental Cooperation In The Process Of Mian Yang Promoting Tran-regional Industrial Cooperation

With the acceleration of globalization,the trade between countries and regions is becoming more and more frequent,the regional economic development dominated by urban agglomerations has been accelerating,and the development pattern of competition and cooperation is changing rapidly,cooperation is becoming more and more importance.The Mian Yang is located in the northwest of Sichuan Basin,the upper and middle reaches of Fu Jiang River,one of The Chengdu-Chongqing dual-city economic circle cities.Unlike other urban agglomerations,in the economic circle region,only has Chengdu and Chongqing as its “Dual Core”.This is intrinsic motivational for the Mian Yang government to seek cross-regional industrial cooperation.In accordance with the Party’s19th National Congress decided and the actual development needs,the western region should play to the radiation role of core cities,so that each city plays a different role.Mian Yang is located in the northwest of Si Chuan,the upper and middle reaches of Fu Jiang River,is an important city in the economic circle.For Mian Yang,this is an excellent opportunity to further strengthen the cross-regional industrial cooperation,to expand economic aggregate,to constantly enhance the quality of development,and to achieve high-quality development.On the basis of summarizing the economic development in Mian Yang,this paper analyzes the measures taken by the Mian Yang government to promote the cross-regional industrial cooperation,including the construction of system,platform,supply service,standard supervision,etc..,promoted the economic level promotion and the industrial upgrading.However,There are problems of lack of trust between local governments and local protectionism before collaboration,low level of cooperation and long-term maintenance after collaboration,there are some problems,such as the difficulty of cost sharing and benefit sharing.Based on the theory of Intergovernmental Partnership,Resource dependence theory and the theory of unbalanced development and so on.we find that the main reasons are as follows:First the lack of legal guarantee,the lack of binding and authoritative nature of intergovernmental agreements,Second the weak sense of cooperation among some government officials,due to the lack of self-motivation,the initiative of cooperation between local governments is seriously affected by local Sectionalism.Thirdly the cost and benefit of cooperation are hard to be distributed fairly,and the initiative of cooperation between governments is strong in some foreseeable industrial cooperation,however,with the deepening of intergovernmental collaboration,due to the costs and benefits of collaboration in accordance with the agreement to achieve a fair distribution,affect the enthusiasm of all parties.Based on this,this paper puts forward some suggestions to the inter-governmental cooperation in the process of Mian Yang promoting tran-regional industrial cooperation:Frist it have to enhance the sense of cooperation and create a win-win situation,set up a service-oriented government,further optimizing the business environment;provide better services for the cooperative enterprise parks;coordinate planning and implementation plans and strengthen guidance on the layout of tran-regional industrial cooperation;focus of inter-governmental collaboration to achieve transport connectivity;enhance synergies in Policy Implementation and promote the rational flow of resource elements.
