At present, our country is in the midst of the economic and social development of imp-ortant period of strategic opportunities, also is in the stage of social contradictions and socialrisk. With the deepening of industrialization, urbanization, marketization and internationaliza-tion, the economic system, social structure and interests pattern and people’s thought ideaprofound changes have taken place, such as letters and visits, as one of the enduring topic, isclosely related to the innovation of social management, is an indispensable important part ofsocial management, in the process of promoting social management innovation, letters andvisits work can go a long way, and responsibility., to say the letters and visits work innova-tion is to promote and promote social management innovation.This article attempts from the perspective of social management innovation in social ma-nagement innovation theory as the instruction, from letters and visits and the relation of socialmanagement, analysis the complaint in the important role of social management, analyze thesevere situation faced by the complaint reporting handling office and challenges, from the rea-sons of problems, the key research in the social management innovation under the perspectiveof the concept of letters and visits work shift, pattern construction, system construction andwork focus in several aspects, such as problems.Paper is divided into four parts. The first part is the innovation of social management areput forward and the significance. This part through the introduction to the readers of the agein which the current our country background, facing the deep changes of society and the mainsocial contradiction, from the traditional social management model has not adapted to the nee-ds of social development, social management innovation is urgently. The second part is thereporting work relations with the innovation of social management. With emphasis on the evolution of the petition system, clarify the complaint and the relationship of social manag-ement, summed up the complaint in the value of the innovation of social management,concluded that the complaint should also make an impact in the social management work. Thethird part is the innovation of social management perspective inquiry work face under the newsituation. This part through the analysis of the situation of inquiry work is facing in the newperiod, the existing problems and the cause of the problem, and concludes that in order to ach-ieve management innovation under the new situation of the society, letters and visits work tostrengthen and innovation in the first place. The fourth part for the social management innov-ation under the perspective of inquiry work of reform and development. Drawing on the suc-cessful experience of domestic letters and visits work; Efforts to explore new way to adapt tothe social management innovation of the complaint. The Suggestions on the reform of lettersand visits work: one is from reporting function to review about letters and read reform;2extending from the reporting function about letters and train of thought of change; Three fromthe perfection of complaint reporting about a complaint reporting system of the constructionof the landscape.
