Vigorous promotion of the petition regulations and the relative norms established by the central, provincial and municipal departments makes masses aware of the petition procedures and norms, guides people to the road of petition according to law. Lai’an petition has made a great contribution to Lai’an of economic development and social stability.The second part points out the present subsistent issues on Lai’an’s petition and there are many causes. Causes of the problems are all kinds of:the major is system and mechanism etc deep reasons, such as the state council regulations on the letters of complaint not clear, specific provisions, the complaint in do when it difficult to grasp the scale.Finally, the author proposes a train of petition reform against the petition problems in Lai’an. First on the letters clearly defined, change the complaint by fuzzy positioning with all kinds of disputes. Make the complaint is more feasible. Second, establish and perfect the petition mechanisms and further more make it unified and coordinated with each other. A standardized and unified joint coordination mechanism should be established with the assessment accountability system.
