The Problem Of Township Complaint Reporting And The Research Of The Way Out

Along with reform and opening up our country’s economy and society has entered a transitional period,along with the transition period is a benefit differentiation and competition,which has attracted more and more farmers petition in the countryside.The end of the line is the abolition of the agricultural tax.Before that,the problem of overburden of agriculture and the corruption of rural cadres is the main content of the farmer’s complaint.After that,the farmers’ complaints were mainly about forest rights,mountain and neighborhood disputes.In this study,according to the point of peasants petitions,the trends of peasants petitions over recent six years and some typical cases in White yuan town of Luoyang city were analyzed,and concrete feasible countermeasure and systematic policies were put forward through combining with the current situation.This paper discusses the topic from four parts.The first part is mainly from the national level of the development of the development of China’s petitioning system,and it is divided into four stages(initial stage,development stage,impact and weaken stage,recovery and phase specification).A preliminary analysis of the actuality of letters and visits and found that a complaint reporting problems most originated in the grass-roots,therefore,to solve grass-roots petition problems will help to maintain social stability.The second part is mainly an investigation of farmers petition in B town in yichuan county for nearly six years and focus on analysis overall situation of complaint reporting.In the first place,the paper summarizes the trend of the change of letter in B town by the number of letters,the structure of the complaint,the scope of complaint and the reason of the complaint.Secondly,the current complaint reporting problem is resolved in two aspects: the individual and the group letter.Then,through the classification of complaint reporting,the typical case is cited to investigate the problems of the current complaint reporting in B town.In the end,the measures and the effectiveness of the situation of the farmer’s complaint reporting in the township of B are to be found.Based on the preceding text,The third part mainly analyzes the causes of the township complaint reporting in five aspects.The fourth part,as an important part of this article,focuses on the problems of the current situation of the government of township governments.To change the current the predicament of letters and visits in the township government,We will improve the allocation of functions and powers of the township government,advance the reform of the system of complaint reporting,and strengthen the improvement of rural reporting.
