Junxiu Cadres Socialization Service Management Research In China

In order to strengthen the construction of national defense and military modernization, the government has implemented Officer Retirement System, which transforms military personnel to ordinary people, forming a special group of retired military cadres, and requires local governments to arrange and take care of their life. Retired military cadres made enormous contribution to the China’s liberation, local economic construction and development, and the construction of national defense and military modernization. Therefore, their later life should be well arranged and taken care of. Their political treatment should be remained, and their living benefits should exceed average level. Government should provide all‐round living benefits to them and enable them to play roles in society, making sure that retired military cadres are provided with living benefits, medical care, and chance to continue learning.As with the transformation and development of economy and society and the improving of economic regime and social security system, the old condition where a working unit fulfills all social functions and masters all social resources is declining, while the traditional social security system for retired military cadres and managing methods cannot meet the requirements of times, neither can they meet the growing material and cultural needs of retired military cadres. As a result, the socialization trend of service provision for retired military cadres is growing evident and urgent. This situation requires service managing institution to adapt to new condition, seize opportunity, keep up with the times, constantly reform the management and service for retired military cadres, and promote service socialization.This paper is divided into five parts, in which the author analyzes status practical experience and existing development issues of service management for retired military officers, discusses social significance and necessity of the retired military cadres service management, Under the guidance of historical development view and development trend, this paper also analyses and raises suggestions for the construction and promotion of Service Management Socialization for Retired Military Cadres. The first part is Introduction, describes the background and significance of thesis research, research status and major research ideas and methods of Service Management Socialization for Retired Military Cadres. The second part is concepts and content of Service Management for Retired Military Cadres, mainly elaborated the concept, system, basic content, operation mechanism and path ways of Service Management for Retired Military Cadres. According to development useful experience and main problems, proposed the establishment of beneficial development of new ideas, new mechanisms and new initiatives, the fundamental solution to major problems of hindering development.This article is based on the national and Jinan stage practice of Retired Military Cadres work, analyze the useful experience and the main problems, Issue strategies and recommendations of development of Retired Military Cadres in a realistic manner from the perspective of development and innovation.
