Retired military officers,as retired army soldiers,have made important contributions to social stability.They not only have the general characteristics of the general retired cadres,but also have a special character as soldiers.It is of great significance to do their pension and resettlement.It is not only an inevitable requirement for the current military reform of our country,but also a great significance to the stability and unity of the state.With the continuous deepening of the reform of the state and the continuous good of the security system,the transfer of the army resettled by the local government is closed.The resettlement mode of retired cadres has shifted from traditional centralized placement to decentralized placement.The traditional service management model has become more and more difficult to adapt to the work of military rest in the new era.In order to better protect the legitimate rights and interests of retired servicemen,the socialization of service management is an inevitable trend.It is also a hot topic in the future research of military service.In recent years,the rapid development of Hangzhou has become the focus of the whole country.This study chooses the service of military rest in this city as a case,and on the basis of some advanced management experience of domestic and western developed countries for the service of military rest,and the knowledge of social ecosystem and welfare theory in public management.This paper analyzes the socialization of service and management of retired cadres in Hangzhou.Through questionnaire survey and case interview,the present situation of the socialization of service management in Hangzhou is investigated,and the main problems in the process of social management are analyzed.From this,the problems of lagging management mode and backward supply way are obtained,and the military rest of Hangzhou army is put forward.The effective countermeasures for the socialization of service management include unifying the management of the retired servicemen,improving the social awareness,implementing the standardized system of social service management,building a multi body social service guarantee system and promoting the management efficiency by using the social service resources.
