The information infrastructure and business system development in the government hasachieved great progress, which greatly increases the efficiency. However, many resources arewasted due to the different functionalities among departments and low resource sharing. In this newsituation, it is of extreme importance to solve these problems when the "e-government" isdeveloped, so that the "e-government" will have further applications, have more resource sharing,be more integrated and better collaborated.This thesis analyzes current situations and existing isolated business problem in Changshue-government system. By considering the collaborated requirement of specific business, we proposeto integrate the "open government" business shared by e-government system and "China Changshu"websites, based on resource sharing. This plan analyzes the "open government" business. Workingflow and refresh less technologies are utilized to achieve some key results such as real-timesynchronization and seamless operations. Based on this technology, all departments in the city canprocess the business simultaneously and jointly on the platform and behind the website. Changshu"open government" collaborated office project makes the joint work on the "open government"feasible within the entire city. Administrators can work in different environments and adaptivelychoose the approaches. This breaks the barriers of other e-government systems and sets an examplefor resource sharing.The implementation of "open office" has demonstrated that it can work jointly withe-government systems and websites. It also provides an efficient and effective approach for theopen government and resource sharing.
