Research On The Public Security Organ In Guangdong B Airport Responding To Unexpected Passenger Events Caused Byflight Delays

The State General Administration of Civil Aviation issued"the economic compensation guidance of flight delays" in2004, in an attempt to reduce disputes caused by flight delays. However, due to various reasons, the guidance did not achieve the expected effects. There are many problems on the processes of the Public Security Organ in Guangdong B airport dealing with flight delays emergencies, such as undesirable treatment effect, lagging crisis-management operations and so on. In order to promote the solution of the problem, the author hopes that it can help to improve the responding efficiency and effectiveness and improve passengers’satisfaction, and promote the realization of harmony civil aviation, by including the problems and analyzing of the underlying causes on the processes of Guangdong B airport dealing with flight delays emergencies.The author collected literatures of the scholars and news, as well as policy documents by searching with Keywords of flight delays and travelers sudden events. The author collected and analyzed typical cases of unexpected travelers events caused by flight delays happened in Guangdong B airport by in-depth interviews and field researches, to understand the problems of the disposal of the public security organs, and learn the advanced experience from other domestic airports’disposal of similar problems.This paper sets the processes of Guangdong B airport dealing with flight delays emergencies as the research object, starting from the definition of unexpected flight delays events, causes and classification, elaborating problems on the processes of Guangdong B airport dealing with flight delays emergencies and analyzing the depth of the problems.According to the analysis, the paper will propose a series of countermeasures, such as rebuilding a systematic and efficient crisis management system by utilizing process reengineering theory, remodeling the scientific internal resource management system with flexible management theory, bringing up the awareness of crisis management with performance management theory, building an efficient information platform, and building an database of unexpected passengers events caused by flight delays.
