At present our country social economy develops rapidly,the people’s material living standard has been greatly improved,more and more people begin to choose to travel by plane.The passenger flow of civil aviation transportation in our country shows the trend of blowout,and the number and scale of civil airport construction are expanding constantly,especially the terminal building,as the ground support area for passengers to handle the procedures of passenger centralized flight and security inspection,the number of passengers is highly concentrated,and the probability of mass incidents of passengers is greatly increased.In recent years,due to airport equipment failures,bad weather and aircraft failures and other reasons,major airport flight delays are common,up to hundreds of times a year.In the event of extensive delays When the passengers are emotional,coupled with the airport and airline emergency handling is not in place and other reasons,it is easy to appear passenger occupation,blocking gate,impact security channels,physical conflict with airport staff and other sudden passenger group incidents,seriously affected the quality of civil aviation services and economic benefits.Therefore,as a high-risk industry,civil aviation needs to continuously improve the level of emergency management.At the same time,in view of this kind of passenger group incidents,because of its high frequency,sudden strong,and rapid spread,bad impact and other characteristics,civil airports should strengthen understanding,enhance emergency management capacity.At present,although the state and industry have introduced relevant The law and emergency plan make corresponding provisions on the emergency management of all kinds of emergencies in civil aviation,but these provisions and plans are too general and not targeted,and do not take into account some special circumstances of mass incidents of passengers in civil airports.Based on this,this paper combines the current situation of civil airport emergency management,using situational analysis theory,emergency management theory and so on,taking the analysis of civil airport sudden passenger group incident caused by flight delay as an example,puts forward the countermeasures and optimization suggestions of this kind of incident,clarifies and consummates the emergency disposal plan,unifies the emergency command system,and effectively maintains the smooth and orderly operation of civil airport.
