The contemporary world is passing through a significant period of great development, revolution and adjustment. With further development of World multi-polarization and economic globalization, science and technology are advancing rapidly and the talent has become a crucial factor in the prosperity and declination of a country. Therefore, the17th congress of CPC advocates a strategic plan that we should give priority the development of education and make our country rich in human resources, in order to promote the scientific development of education, and improve national quality in the round. Thus we will speed up the process of socialism modernization of our country. For a country as big as ours, with a large population, how can we improve the national quality comprehensively? Xiaolan’s universal quality education is a bold attempt.With the methods of questionnaire, personal interview documents and so on, the research, which uses Xiaolan town’s basic quality education as a case study, combines the theoretical analysis with the empirical studies, analyzes and discusses the town’s basic quality education from theory and actuality. The paper consists of the following seven parts:The Introduction part explains briefly the research background, purpose and significance.The first part expounds the theoretical research and practical exploration of the national quality education at home and abroad. Because of the universal educational objects, the diversified fields, the life-long process, the rich content, the pertinent knowledge selection, the validity of helping career, and the practicability for work, life and study, the national quality education has become a very important step of life-long education system, and a significant means of achieving life-long education system and building the learning society.The second part analyzes the present status, effect and six existing problems, which is based on the practice of Xiaolan’s universal quality education.The third part uses the SWOT Matrix Analytical Method to expound the advantages, disadvantages, opportunities and challenges of Xiaolan’s universal quality education, in order to analyze comprehensively the influence on the activity from the internal and external environment.The fourth part mainly examines the operation mechanism of Xiaolan’s universal quality education, and concludes the operation model which government plays a leading role, all the people take part in, the schools undertake, the communities cooperate, and the enterprises support.The fifth part puts forward five development strategies which include establishing concept, institutional innovation, arranging courses, talents recruitment and capital input, in order to consolidate the achievements of Xiaolan’s universal quality education.The sixth part sums up concisely an inspiration that Xiaolan’s universal quality education shows us:the key, to which the quality education is voluntarily accepted by all the people, is to connect the education with the life of the common people. Not only can it help the learner gain the knowledge and upgrade skills, but also it can meet the mental needs of the people. Thus, people can elevate the mind and learn to live better.
