A Study Of Intergovernmental Cooperation Mechanism In Changchun-Jilin Regional Integration

Under the background of economic globalization and regionaleconomic integration, the present situation of our resource distributionrestricts the economic growth. People increasingly adopt the method ofregional integration to solve this difficult problem. In order to achieveregional integration, the governments break the administrative regionalrestrictions and allocate resources reasonably. Regional integration hasbrought economic benefits, as well as produced many public issues. Thesolutions to these problems rely on the cooperation between governmentsrather than a regional effort. So no matter on the regional economicdevelopment or on the governance of public issues, we must carry out effective cooperation, improve intergovernmental cooperation mechanism.The main points of the process are: ensuring the behaviors ofintergovernmental cooperation are always in the legal system environment,constructing good communication and negotiation mechanism, carrying onthe reasonable organization arrangement, using the organizations and thepolicies to adjust vested interests, implement effective incentive and a widerange of supervision.Changchun-Jilin regional integration is the key to the construction ofChang-Ji-Tu pilot zone, and cannot be ignored on the development of theold industrial base of the Northeast. Therefore, strengthenintergovernmental cooperation between Changchun and Jilin area, improvethe intergovernmental cooperation mechanism are of great significance foraccelerating the realization of Changchun-Jilin regional integration andpromoting economic prosperity of Changchun and Jilin area. This papertakes Changchun-Jilin regional integration as the background, analyses thepresent situation and problems of intergovernmental cooperation mechanism on Changchun and Jilin area governments. Under the guidanceof the relevant concepts and theories of intergovernmental cooperation;learning from the domestic advanced intergovernmental cooperationmechanism experience: the integration of Yangtze River Delta, thePan-Pearl River Delta regional integration, and Shenyang and FushunCitilization; combining with the actual situation of Changchun and Jilinarea; proposing the suggestions of establishing and improvingintergovernmental cooperation mechanism in Changchun-Jilin regionalintegration: First, rebuild the communication and negotiation mechanism,encourage proposals, strengthen the communication between thegovernments. Second, perfect coordination mechanism of interests, enrichcooperation agreement, rationally allocate and compensate the interest ofeach region and keep them balanced. Third, improve trans-regionalorganizations and give the organization corresponding power, establish thescientific and reasonable regional organization coordination mechanism,absorb the participation of the non-governmental sector. Then, strengthen the supervision and incentive mechanism, use the new media to giveChangchun-Jilin regional integration publicity and accept the supervisionform the new media.
