The Research On Problems And Countermeasures For Fund Operation In China’s Charitable Organizations

Since the reform and opening up, with the rapid development of China’s economy and the deepening of social system reform, the philanthropy healthy development is received more and more attention, and plays an important role in making up the insufficiencies of the social security-system, alleviating social contradictions, promoting social equity and harmony. As the core part of the social welfare undertakings, charitable organizations have also been developing rapidly. the number of them and the amount of charitable donations are increasing continuously, and in all areas of society, charitable organizations play an irreplaceable role gradually.Until now, the development of charitable organizations is still in primary period in China, there is a great gap between developed countries and us, especially in the fund operation of charitable organizations, there are still some problems need to be solved and improved, such as the weak ability of fund-raising, the imperfect regulatory mechanism of funds and legal system, the inefficiency of fund-using and so on. To solve the above problems, this paper learns from the advanced experience of some developed countries and regions in the fund operation of charitable organizations, combined with China’s actual condition, then puts forward some countermeasures.This paper is divided into five chapters, the logical sequence and content as follows. The first chapter is the introduction; The second chapter is the explanation of charitable organizations’ definition and the brief introduction of the history and present situation of charitable organizations" development in China; The third chapter analyzes the problems for fund operation in China’s charitable organizations and finds the causes.Then the fourth chapter introduces the successful experience of the United States, Britain and Hong Kong in the fund operation of charitable organizations, trying to seek the development path suited to China’s charitable organizations. The last chapter based on the front content, combined with China’s actual situation, then puts forward countermeasures from four aspects, which can improve the fund operation of China’s charitable organizations and promote the sustainable and healthy development of charitable organizations and philanthropy, such as building up the social atmosphere of charitable donation, improving the charitable organizations’ability of fund-raising, promoting the management and use level of charitable funds and improving the legal system of charitable organizations.
