As the main part of philanthropy, academia also interested in charitable organizations, country, society is also increasing emphasis on philanthropy. With the deepening of the economic system and the rapid transformation of society, the problems of philanthropy and charitable organizations more prominent.Even the social atmosphere and the development of space are getting better for philanthropy, but there is a series of problems.China has a long history of charity culture.During two thousand years of historical period, charitable organizations always palying a role in society.we know charitable organizations have the functions of helping Orphans and disabled,how to make it running well is focus of us. Because of the transition, laws and regulations are not perfect. The explore of operating mechanism still in primary stage due to lack of development.It becomes common goal of academic and charitable organizations to explore a suitable operating mechanism for China philanthropy in the special economic and political system of China.Based on comparison of Chinese and Western,this article try to find a appropriate operating mechanism for folk charitable organizations’development by multi-faceted and multi-angle.
