Research On The Management Of County-level Government Portal Website From The Perspective Of Government Affairs Openness

In recent years,the "Internet +" strategy has been upgraded to a national strategy.With the construction of a transparent government and a service-oriented government,government portal websites assume more and more functions,among which government portal websites need to realize the function of government affairs openness.However,in the process of practice,it is found that there are some problems in the management of government portal website,which affects the deepening of government affairs openness and is not conducive to the realization of the modernization of government governance.At the same time,the county-level government portal website is the closest channel to the grass-roots people.If there are major problems in the management of the county-level government portal website,the social impact will be more direct and more extensive.Therefore,it is imperative to study the management of the county-level government portal website from the perspective of government affairs openness.This thesis uses the method of literature,case study and questionnaire survey to study the management of portal websites of county-level governments.First of all,introduced in this thesis,the research background,purpose,significance,methods,contents and the research technical route,using the method of literature and the research status at home and abroad,this thesis studies about the core concept of government affairs public,the government portal website,this thesis used the new public service theory,the theory of open government,transparent government,service-oriented government theory expounded;Then,using questionnaire survey method and case study method,taking S county government as an example,this thesis investigates the current situation of S county government’s portal management from the perspective of government affairs openness.Then,based on the results of the questionnaire survey and the actual survey findings,this thesis makes an in-depth analysis of the problems and causes of the portal management of S County Government from the perspective of government affairs openness.Finally,in view of the problems and causes found,the thesis puts forward the solutions to the S county government portal website management problems from the perspective of government affairs openness.The main conclusions are as follows :(1)It is found that the main problems existing in the portal management of S county government from the perspective of the openness of government affairs are incomplete and untimely disclosure of website contents,low degree of public concern and participation in website management,and inadequate implementation of the openness of government affairs system in website management.(2)The main reasons for the S county government’s portal website management problems are the lack of standardization of website disclosure,the lack of diversified website management methods and methods,and the imperfect website supervision and management mechanism.(3)Put forward the countermeasures to solve the problems of S County Government’s portal website management from the perspective of government affairs openness: First,promote the standardization of website openness and standardize the content of website disclosure;Second,improve the way and method of website management,improve the public participation;Third,improve the website supervision and management mechanism,so that the implementation of government affairs open system.
