Research On The Role Of Grassroots Government In The Supply Of Rural Old-age Security Service

Since the time of reform and opening-up, with the continual development of socialist market economy and aging tendency of population, the farmers’ income and living standards have been significantly improved, they also put forward higher demand on their own endowment qualities, but there is still great economic gap between urban and rural areas in our country, social old-age security level also exists big gap between them, this is undoubtedly a challenge to the grassroots government who is in charge of rural public affairs. In this paper by discussing the role of grassroots government in the supply of rural old-age security service, we can clear its responsibility and restrictive demarcation of duties on the rural old-age security service supply, then deal with the relationships between grassroots government management and market leading as well as grassroots government and the rural residents properly, thus we can make the system of rural old-age security service improve completely and steadily. I analyze that rural old-age security service possesses the characters of the allowed public products by using the theory of public products, and illustrate how the grassroots government better can perform its functions by using the new public management theory. The two theories are the basic theoretical foundation in illustrating the role of the grassroots government in rural old-age security service supply in this paper.The article discusses from four parts:the first part defines what is the grassroots government and the system of rural old-age security service; the second part introduces the present situation and problems in rural old-age security service system; the third part analyzes grassroots government appears function lack in supplying rural old-age security service, then finding out its reasons; in the fourth part clears the grassroots government’s responsibilities about supplying of rural old-age security service, at the same time puts forward some suggestions on building the system. In this article, by summarizing the relation between supply short in rural old-age security service and improvement of social security, then point out we should reform the grassroots government’s financial system and make the social security system more perfectly,focus on the duties of grassroots government in supplying of rural old-age security service.This paper considers that it has a great realistic significance on the construction of harmonious socialist society to establish a complete and perfect service system for Chinese rural aging residents. It is not only one of the major jobs for the government to build the new socialist rural area, but also is the obligatory responsibility for them to transform the concept of governing and set up service-orient grassroots government. The grassroots government is the most basic power organization in our country, it has direct and closely linked with rural residents and affairs on social economic and public management. Therefore, by discussing the functions of grassroots government on rural old-age security service supply, there is an important effect on the government whether it can set up high credibility among the rural residents.
