China has always attached great importance to the “three rural issues”, after thefounding of China’s rural areas has gone through the land reform, the household contractmanagement responsibility system reform, these changes to the maintenance of China’srural social stability and promoting rural economic development had a positive; afterreform and opening up, the central through the introduction of policies to support ruraldevelopment, effective mobilization of the peasants’ enthusiasm for production, theburden on farmers is gradually reduced, and showed a good momentum of developmentof agriculture and rural; especially since the Seventeenth Party Congress, China’sagriculture, rural historic changes, the farmers of this period also the most cost-effective.In2006, the central government on the basis of the reform of rural taxes and fees, tocarry out comprehensive reform of the rural and pastoral areas, has developed a series ofthe benefit and strong agricultural kulak policy to effectively lighten the burden onfarmers, to promote agricultural and rural economic development, safeguarding the ruralareas social stability, has made unprecedented achievements in agriculture and ruraldevelopment. But in a series of reform and development process, there are also manydifficulties and problems needing us to be overcome and resolved.Saving, efficient rural governance model is the requirement of building a newsocialist countryside, rural governance is a dynamic process, there are differences due todifferent periods of political, cultural, economic, and social influence factors, the patternof rural governance are not the same. China’s rural governance structure is the “RuralGovernance”, the township government is the most grassroots political power of the statepower system, while in the actual work of the grass-roots level, the township governmentto complete the tasks assigned by the State through village organizations, whether theconstruction of village-level organizations and the enthusiasm of the work related to thenational policy of village cadres have been implemented successfully in the vast ruralareas. Improve the work efficiency of the village cadres to mobilize their enthusiasm, wemust first solve is the village cadres compensation management problems.Address the management issues of return of village cadres, in the “Three RuralIssues” to find a way out, the study measures, but also consider the global economic and social development.
