Studies On Constructive Situation And Counterplan Of Reserve Cadre Team In Rural Area

The leading groups in rural regions are the core leadership of the grassroots’party organizations, which also play a leading role for rural development. However, itis certain that cultivation of the cadres in rural regions is “the prepared work”or “thebasic step” for the formation of the leading bodies, which can be called “strategicreserve” for the leading resources; meanwhile, the cultivation of the cadres throwslight on solving the aging state of the cadres, the inappropriate structure and lowquality of them. Therefore, what should do is to strengthen the cultivation of thereserve cadres in the countryside in order to provide competent staffs as the leadersand to promote development of the rural regions. And this paper consists of threeparts as follows.The first part mainly emphasizes the necessity of enhancing the reserve cadres ofthe countryside. To improve the quality of the cadres in distant areas is the urgentneeds of consolidating the party organizations in them, is the inner demand ofimproving the ability of governing these places, is the basic need of constructingwell-off countrysides, and is the requirement of forming a new image for the ruralareas in the future.The second part mainly discusses the current state of the reserve cadres in thecountryside. In these years, the reserve cadres in rural areas have promoted a lot, andsome essential experiences have been acquired. But there are problems anddisadvantages though, which can not satisfy the needs of constructing new and bettercountrysides. Due to these facts above, the importance is attached to analyze thereasons of the cultivation of cadres.The third part focuses on providing some useful suggestions on promoting thecadres of the rural regions. The first step is to strengthen the leading role of the party,which is the organizational guarantee of the construction. The second point is toupdate their concepts, which creats good environment for it. The next stage is toinnovate mechanisms, which provides the institutional safety for it and is involved inthe whole process.
