| In recent years, with the sustainable and rapid development of economy andsociety, Tianjin shows a trend of more and better development. With the developmentof economy, the functions of Tianjin Bureau of Quality and Technical Supervision(TBQTS) are extending and strengthening gradually which make great contribute tosound and fast development of Tianjin economy. Under this background, it is essentialto establish the civil servants team which has high quality and strong work ability.Therefore, the author tries to design the management model of civil servants inTBQTS which is key issues of the long-term development of the industry.Combining with personal practice and thinking of civil servants management,firstly the author introduces the basic features of civil servants system, the history ofcivil servants system and the innovation and development of Civil Servants Law insystem design. Secondly, the author briefly introduces present situation and thedevelopment orientation of TBQTS and overview the future development directionand work objection and then analyzing in quantity of staff outlay, position level,structure of education background and gender proportion. The author tries his best tooutline the overall situation and structure features using data and graph. Thirdly,basing on the concept of modern human resources management, referring the relevantlaw and regulation and combining the characteristics and development direction ofTBQTS, the author analyzes the present problems, opportunity, challenge, advantageand disadvantage of civil servants management using the SWOT analysis method.Based on the result of SWOT analysis, the author summarizes the problems ofcivil service management in TBQTS. The author designs "1234" new mode inTBQTS that means adhering one idea, perfecting two mechanisms, guarding threepoints and improving four abilities. Finally, the author puts forward three effectivemeasures to guarantee the smoothly running of this new model of the civil servantsmanagement in TBQTS. |
