This article takes open education resources as an example to analyze the CC protocolpromotion in the United States and to draw a conclusion, so as to bring up a suggestionabout the localization progress of CC license in China. Open Education Resource arethose education and research resources issued under open authority in public domain andOER can help relative practice and operators copy, use and share resources so as tosupport the high quality and regional teaching and study..As one of the productsauthorized by Creative Commons license, OER is very important. The research into theexamples of OER promotion situation in China helps to get an intuitive knowledge of CClocalization progress in China.This paper has three purposeļ¼šFirst, outline the history and content of CC licenseand summarize the CC license promotion situation in United States. Second, analyze thelocalization foundation of CC license in China from the point of view in law and economy.Third, make a instance research into the promotion of CC license based on open educationresources and bring up a suggestion to promote CC localization in China. This paperelaborates the relative problems consistent with the three purposes. After outlines CClicense and tells the research target, content and the key problem to be solved andelaborates the promotion progress of CC license in USA. It tells the controversy betweenthe two points of view about the copyright and the birth of CC and its development.Analyzes the application foundation of CC in China from legal and economic point view,takes OER as an example to analyze the CC localization progress in China. It illustratesthe current situation and the problems when CC license is promoted in China and bringsup a feasible suggestion of the CC localization in China.
