This article takes open education resources as an example to analyze the CC protocolpromotion in the United States and to draw a conclusion, so as to bring up a suggestionabout the localization progress of CC license in China. Open Education Resource arethose education and research resources issued under open authority in public domain andOER can help relative practice and operators copy, use and share resources so as tosupport the high quality and regional teaching and study..As one of the productsauthorized by Creative Commons license, OER is very important. The research into theexamples of OER promotion situation in China helps to get an intuitive knowledge of CClocalization progress in China.This paper has three purpose：First, outline the history and content of CC licenseand summarize the CC license promotion situation in United States.
