Rural area and agricultural affairs rank the key issue in China’s building well-offsociety in an all-round way. The Central Committee of Chinese Communist Party, fromyear2004till year2012, unveiled nine Number-One-Policies on further development ofagriculture and rural affairs, hence the high potentials both in investment andentrepreneurship in today’s rural China. China has, since year2003, put into effect fourprojects (Western China Service Project for College Volunteers, Support Project forCollege Graduates, Special Teaching Post Project for Compulsory Education in RuralChina, and Village Head Project for College Graduates) so to encourage and help collegegraduates to work in China’s rural area. All these projects are against profoundbackgrounds of contemporary, social and cultural significance in China. What’s more, fivefull-term promotion policies are well developed to guarantee that more and qualifiedcollege graduates would “choose” to begin their pioneering “firsts” in rural area, namely,second-term policy, civil servant policy, self-employment policy, other occupation policy,and further study policy.708thousand college graduates, by the end of2010, participatedin the above-mentioned service projects, and this gives full play to building “new socialistcountryside”, optimizing college students’ public service in rural grassroots, the healthydevelopment of young people, and promotion of volunteer service projects. It must bemade clear that these rural-development-oriented projects of college graduates are, innature, by far different from “Mountainous and Rural Area Development Projects” in1950s and1960s. In the meantime, there still exist some to-be-solved questions overcollege graduates service projects in rural China, and that poses newer demand of us: tofurther promote the scientific development of college graduates service projects in ruralareas, and to perfect the theory and practice of socialism with Chinese characteristics,in-depth studies must be conducted, experiences must be summed up, and measures mustbe taken.
