The Study On Supervision Policy In The Market Of Chinese Security Service

The security service in China has begun to develop fast in the past20years andgradually become an important social and public services industries. Its functions insocial and economic development, helping maintain the public order and meeting thepublic security needs are recognized and valued by the whole society. Along with theincrease and diversification of social security needs, the previous mode that the publicsecurity organs provide security services directly can not adapt to the current situation.And now the society is in the process of transforming from government-dominanceeconomy to a market-dominance economy. China’s security services are goingthrough the change from the strict control of the government monopoly to amarket-oriented business.According to the domestic and foreign relevant management practices, the key tomake a success in security services market reform is to promote the efficiency ofpublic safety services with market mechanisms, to protect basic public interest and topromote the healthy development of the market under a variety of supervisionbehaviors. Thus, the perfect market supervision policies are the main measures for thegovernment to actively fulfill the economic management functions and reach the goalof market-oriented reforms. Compared with the developed countries, the theoreticalresearches and policy practices in the market supervision policies fields of securityservices market in China are still weak. With a late start, its foundation is weak andthe background is too complex, which need government’s timely concern andattention in the pace of accelerating the market-oriented reforms.In this thesis, the security service behaviors are the starting point. On the basis ofsummarizing the basic characteristics of the security services market and analyzingthe relevant theories of government supervisions, the government supervision policiesof security services market in China are the research object. Besides, the developmentof the government supervision policies of security services market in China is dividedinto three stages: basic preparation, content demonstration and system building,whose characteristics are discussed in detail in this thesis. Emphasis has paid on suchcharacteristics as the speed up of the responsibility reform process, the clear mandatesof the policy and the enrichment of implementation, which have been elaborated;furthermore, some researches on the difficulties the government supervision policiesof security services market are faced have been done on the basis of policy processtheories. Some problems exposed in the current government supervision policies ofsecurity services market are analyzed from four perspectives: policy focus, policydecision-making, policy implementation and policy evaluation; meanwhile, thecomparative analysis are used to analyze balanced supervision policies between theUnited States and Canada, private law supervision policies in British and loosesupervision policies in Germany in detail. And the policies and practices in the field of security supervision of the developed countries are summarized. At last, in thebasic of respect for the status quo of market-oriented reforms and drawing onadvanced foreign experience, some effective suggestions are proposed to improve thecurrent government supervision policies of security services market, with respect tothe adjustment of policy focus, the perfection of decision process, speed up theintegration and execution resources and strengthening the improvement of supervisionpolicy analysis.
