A Study On Deepening Market Supervision System Reform In Tianjin

A reasonable and appropriate market supervision is essential for keeping market orders,spurring economic development and ensuring the safety and quality of goods or services for the people.Even the developed countries have gradually strengthened market supervision over the public sector in recent years.With the booming of China’s economy over the years,the original market supervision system is too fragmented for the new market environment and social demands.Therefore,the reform of the market supervision system is crucial not only for the adjustment of the economic base,but also for building a service-oriented government and safeguarding people’s livelihood.From 2009,many cities across the country began to explore the reform of the market supervision system.Tianjin also started its reform in 2014,and it became the only sample of an overall reform at the provincial level.Over three years,the reform in Tianjin has achieved certain results and also caused some problems.In 2018,a program to start a nationwide reform of the market supervision system was determined and soon will be carried out.This thesis studies many cases of domestic and foreign market supervision and the evolution of the domestic market supervision system by using the methods of literature research,comparative analysis,questionnaire,case study,and integrating theory with practice.It also analyzes the contents of the national market supervision system reform program,and introduces the reform of the market supervision system in Tianjin.Then the thesis indentifies the problems in this reform and their correspondent causes.Such problems include insufficient ideological integration in Tianjin’s market supervision teamwork,inadequate law enforcement in food and other professional fields,the challenges and high pressure for law enforcement staff in the grassroots level,deficient information capability of market supervision information capability and the lack of organizational efficiency.By using Barnard’s theory of organizational balance and holistic government theory,drawing on the advanced experiences of foreign market supervision and domestic reform,it proposes many suggestions to improve the reform in Tianjin,such as deepening the integration of institutions and functions and improving the legal system of market supervision,addressing personnel integration issues,enhancing professional supervision capabilities,giving full play to the functions of social co-governance,and developing information technology methods for market supervision.
