| Public administration has been studied for more than120years. It was brought in China in1980s. During the nearly30years, PA has got great developed and also it makes great contrabution to solving so many public problems in our daily life. Since1990s, some scholars realized that there were some problems in our PA researching. So they started to to probe into the present situation of the PA research. And they found:there are two obstacles that make our research harder and harder. And at the same time, the two make our PA study face the terrible legitimacy crisis.To solve these problems, many scholars do investigations on localization. In order to find the solutions of how to get localization and how to get through the legitimacy crisis. In this passage, we will try to do some research about Chinese PA studies, especially about localization legitimacy crisis and the relationships between them. On the one hand, we can find some useful results, and on the other hand, we will also get a clear understanding about the problems and shortcomings in our research.From the longitudinal comparative perspective, Public Administration on the world stage of development has also proved that want to gain a foothold as the exotic social science localization is the only way, but also feasible.
