Power is the people chasing the object of ancient times, it looks like a double-edged sword, if the authority is legitimate use of it, will promote social development and achieve the interests of the people; if those in power for personalabuse of power and self-interest, but the lack of checks and supervision, it will result in the loss of national wealth, harm the public interest, and even endanger national stability. Since ancient times, once the powers of the corruption of power, regardless of the technological and economic development is how tremendous achievements, the country’s economic development, political civilization and social progress will be seriously hampered.Both east and west, both the developing and developed countries,"no nation can say to the political power corruption is ’immune’". As long as there is a political power phenomenon, it is the eternal theme of human face that strengthening the restriction and supervision of power and preventing the alienation and corruption of power.At present,our country is in the period of social transformation,whether political,economic or social,all areas are going on major reform and transformation. China’s socialist modernization construction has made remarkable achievements in the reform.However,when we feel proud of our achievements, we should clearly recognize that in this process there is an important issues which is people’s livelihood, that is the problem of corruption of administrative power.This issue will not only cause social contradiction and the people’s discontent,but can also damage the image of the government, distruct the relationship between the party officials and the public relations,more secriously threat to the stability of the regime of our country, and undermine the achievements of the socialist modernization construction.Therefore,in our country,in order to build a socialist harmonious society.and improve the people’s living standards, we must attach great importance to the problem of corruption of administrative powers, must proceed from reality, to explore effective measures for China’s national conditions to restrict and monitor the executive power,thus curb the corruption.This article strats from the most basic problem of administrative power,and tris to find effective measures of restriction and supervision of administrative power’s corruption by the comprehensive analysis. The first part, this paper expounds the concepts of administrative power corruption,and analyze the causes and necessity of the executive powers of corruption; The second part,combined with China’s reality,I analyze the new characteristics of the present stage of corruption of administrative powers, and further points out the damage of corruption of administrative powers. The third part, further analysis of the problems of restricting and supervsing the China’s administrative powers, including the problems of internal and external oversight; and the reasons for these problems. The fourth part, according to the issue,I put forward the measures of restricting the corruption of administrative power, including change ideas, control the abuse of administrative power, improve the system of administrative supervision, etc. This paper not only summarized the research achievements of scholars,but also finds effective measures of restriction and supervision of the corruption of administrative powers which absed on the theory of new public management’s reshape the Government’s.This is the innovation of this paper.
