Study On The Corruption At The Grassroots Level From The Perspective Of Power Restriction

Reform and opening up to now,China has attached great importance to the problem of corruption.Since the 18th National Congress of the CPC,the Party Central Committee with Comrade Xi Jinping at its core has focused on the new situation and tasks,and incorporated strict governance of the party in an all-round way into the "four-pronged comprehensive" strategic layout,taking the construction of Party conduct and clean government and the fight against corruption as an important hand to govern the party strictly.The strength and scope of China’s anti-corruption struggle arc constantly increasing,and the problems exposed along with it are also increasing.In particular,corruption at the grass-roots level presents various means and characteristics,which seriously endangers the fundamental interests of the grass-roots masses,reducing the public trust of the grass-roots government has caused certain consequences to the grass-roots political ecological environment.The study of corruption at home and abroad shows that its essence is the abuse of public power,effective anti-corruption should focus on the power from the perspective of restraint to prevent and control.This paper selects 132 grass-roots corruption cases in h county,Henan Province,and establishes a sample bank,taking power restriction as the cut-in point,from three angles:power restriction by rights,power restriction by law and power restriction by supervision,using the methods of literature search,Case Analysis and statistical research,this paper makes a deep analysis of the types,characteristics,essence,harm and causes of corruption at the grass-roots level,and puts forward some effective preventive suggestions and measures.There are five chapters in the thesis:The First Chapter is the introduction,which mainly introduces the background and significance of this thesis,Literature Review at home and abroad,as well as the research methods and writing framework,etc.,it also introduces the theory of power separation and checks and balances,Xi Jinping’s anti-corruption strategy and other relevant theories.The second chapter designs the research plan,and carries on the quantification,the reorganization,the input to the case,forms the sample database,in addition,also designs many essential factors,from the corrupt personnel information,the corrupt behavior information,the corrupt result information three angles carry on the comparative analysis.The third chapter analyzes the specific text case,and combined with the data results of the previous chapter,the grass-roots corruption types,characteristics,the essence of a specific elaboration.The Fourth Chapter,based on the analysis above,analyzes the harm and causes of corruption at the grass-roots level,and emphasizes that the grass-roots government neglects the rights of the masses,laws and regulations need to be improved,and there are loopholes in supervision and restriction mechanisms.The last chapter is related measures and recommendations,in the perspective of power constraints,from the rights,law,supervision of the grass-roots corruption prevention recommendations made from three aspects.This paper uses quantitative research and case data model as the basis,carries on the information number,the extraction,the input to the text case,designs the multi-important factor dimensions,starts from the corrupt personnel information,the corrupt behavior information,the corrupt result information three aspects,this paper studies the data distribution characteristics and the correlation of the elements,so as to elaborate the characteristics and types of grass-roots corruption in h county.In addition,the paper also uses the research method which the demonstration research and the standard research unifies,carries on the further analysis to h county grass-roots unit corruption’s reason and the harm,and proposes the effective prevention measure and the suggestion,it broadens the research train of thought for the grass-roots corruption.
