Public Governance Under The Perspective Of Local Government Credibility Research

The government credibility is a public recognition ability which is reflected in the government administrative management activities in the use of public power. At present, there are some credibility reduce phenomenon all around the world, many countries are to strengthen the construction of public trust value degree. Because our country is in the social transition period at present, there coexist the rapid economic development and social contradictions, and there coexist the government administrative system reformation and the civil consciousness enhancement. These lead to the local governments trust crisis in different degree. It directly affects the administrative efficiency of government and public image.In this paper, from the point of view of the public governance,we analyze the government credibility construction at theory and practice. Based on the public governance theory and the government credibility theory, we think that the government as the leading public governance is compatible with the inherent requirement of our social national construction. In the process of building credibility, the local government only combine the theory and practice, and put them into the local government of the actual administrative process, seeking the effective way to reshape the government credibility, then change gradually decline of local government administrative mode and the ebbed public image, so as to consolidate the ruling foundation of the local government, for building a socialist harmonious society. Therefore this paper not only to place the government credibility reconstruction in qualitative evaluation, but also in quantitative analysis, making the local government credibility research is more scientific, comprehensive and effective.This paper has five components, in the first part, we introduce the background of the article topic, the significance of the article, the literature review and the innovation points; in the second part, we introduce the concept of the government credibility, the characteristics and the significance, the definition of the public management and value orientation, and the inner relationship between the government credibility and public management; in the third part, we describe the local government present situation, and analyze the reasons of it; in the fourth part, we select Ankang city as a sample of the investigation, and by the data analysis of the recovery, we have a comprehensive evaluation of Ankang city and draw that the reduce phenomenon of the local government credibility prevalently exist; in the fifth part, combined with the actual conditions of the local governments in China, we put forward the credibility of the construction governance path.
