Study Of The Credibility Of The Local Government Construction In China

Even though our country have already built the preliminary socialist market economy currently, the remaining impacts of the planned system is everywhere. In this transformation period, the lack of public credibility of government is a common phenomenon, which to some degree puts negative effects on the development of the economy and society. Hence, the reconstruction of public credibility of government is an immediate task; otherwise, it will cause serious consequences in the social development.The good public credibility of government is requirement to secure the social stability and a normal economic order. This paper is using the Xi'an as the illustration, longitudinal comparisons the changes of 2000 and 2009 from the dimensionality of economic, public services and society; horizontal equity the distinctions of the dimensionalities of economic, public services and society between the Xi'an and the Shanghai in 2009. Then to evaluate the current situation of the public credibility of government of Xi'an as an objective assessment, analyzed the factors which effluence the public credibility of government of Xi'an, and then advanced the policy recommendations which can improve and enhance the public credibility of government of Xi'an.On the basis of this thinking, the paper divides into five parts. Part one, interpreting the background of the research and the literature review (the study done by others), and bring forward the issues of the paper and the method of the research. Part two, making academic appraise of the theory which related to the public credibility of government. Part three, through the methods of the document information and comparative analysis, to evaluating the public credibility of government of Xi'an from the economic, social and public services dimensions. The fourth part, the paper is through the evaluating of the public credibility of government of Xi'an to find out the various influence factors which affected the public credibility of government of Xi'an. Part five is the policy recommendations. The paper is according to the theories and empirical research, to advance the policy recommendations which can improve and enhance the public credibility of government of Xi'an.
