The Fifth Plenum of the17th Central Committee of the Communist Party of China specifically point out that we must enhance and renovate social management in order to deal properly with the conflicts among the public and maintain social stability. The23rd group learning of China Political Bureau takes this conflict issue as its central research topic. Thus, handling properly with the conflicts among the public is crucial to the development and stability of China’s reform and opening-up as well as enhance the government’s stability, coordinate various relationship of interest and maintain social stability, which also brings us a new angle to deal with conflicts. That is, deal them from the angle of social management, solve the conflicts with new thoughts and policy though social management renovation.The author concerns that there is a innate logical relationship between social management and conflicts among the public, where it shows in two aspects, firstly, enhancing and renovating social management is a requirement to resolve conflicts among the public. Secondly, resolving conflict among the public can better promote the renovation of social management. This is the logical foundation of this essay and the author holds the idea that social management is a work that enables the social system function in a structured way through planning, communicating, coordinating, controlling guiding, etc. The effective implementation of social management requires law enforcement, as well as to coordinate economical interest, to strengthen public agenda and ethics and moral education. The main conflict in China is still the conflict among the public, and interest contradiction has become a focused conflict at present. With its increasing complexity, the negative power has become stronger as well, thus require social management to figure out new policy to handle. At the same time, define the scientific content of the contradictions among the people, and we have an careful analysis of the development process of contradictions among the people.
