In recent generations, the development of technology and improvement on social productivity have led to unprecedented prosperity for the world economy. However, the environmental problems become worse as environmental pollution and ecological destruction extending from local areas to a global scope. The environmental problem has become a big challenge for the present world. After the Human Environment Conference being held in Stockholm in1972, people began to put much more attention to environmental problems by wide international cooperations, international environmental conferences, academic communications, international environmental protection activities and other activities, through which people have a more objective and comprehensive knowledge about environmental problems.Since1980s, the global trans-boundary movements for hazardous wastes have become increasingly more day by day, particularly that some industry-intensive west European countries move their hazardous wastes to developing countries to relieve their domestic environmental responsibility. Due to limits on national economic and technical levels, developing countries don’t have effective equipments and technologies for processing the hazardous wastes which will result in continuous domestic pollution events in the importing countries and pose a big threat to the environment and people’s health.This paper is basing on the basic situation of China’s laws and regulations on controlling trans-boundary movements for hazardous wastes, depending on international laws and regulations, and referring to advanced experience of foreign countries to have a study on China’s laws and regulations on controlling trans-boundary movements for hazardous wastes and propose some ideas, in a hope to do some help on perfecting China’s legal system on controlling trans-boundary movements for hazardous wastes, and try best to avoid the harmful effects and great damage on China’s environment and people’s health caused by trans-boundary movements for hazardous wastes.
