Local Governance Mass Incidents

During the current economic system transformation and the social structure transformation entering a high risk social stage, multiple social pattern is shown increasingly, resulting in social contradictions and social problems growing. Group incidents have gradually become an important factor of social stability. In the coordination of the various types of conflicts, the local governments play a very important role, which has become the dominant force in social governance. While the study which combined local government and group incidents from the perspective of social management in domestic hasn’t been deep in the academic field, which has a certain academic value.Combining with China’s social transition period of structural features, from the political sociology, local government perspective, focusing on the local government governance transition, this paper analyzes a series of stage characteristics in the current social development and sums up the current Chinese social group generation mechanism and new characteristics. The local government’s social management mechanism and solving group incidents mechanism was thought over deeply in this paper. The transformation of governance path was discussed on the basis of theoretical analysis, trying to draw the outline of local government from the ruling model to management change into a new direction of good governance, calling for local government solving group incidents through the mechanism innovation and management transformation to enhance the government legitimacy and rationality, and to meet the requirements of the development of democratic politics.
