The centralized residence of farmers is accompanied by the process of modernization and urbanization. It is an exploratory and creative practice in the process of urbanization. However, a series of problems arose when the centralized residence is pushed in the whole country."Citizens" and "be upstairs" become the hot research of politics and academy. And this study is focused on promoting the farmers into the community life.The object of the study is community residents who live in Jiangsu province. The methods for collecting data are questionnaire surveys and on-the-spot interviews and other forms. The Analytic methods are factor analysis and regression analysis. The research found that there are three aspects of residents’ community inclusion, which are economy, psychology and society. Overall, there are some problems which reflects on six aspects:low income, poor quality of employment, inadequate social protection, low neighborhood support level, less community participation and fuzzy of citizens role. This article proposes some solutions in four aspects:government, community, intermediary organizations and individual. Firstly, the government should sound society guarantee mechanism and improve the quality of employment; secondly, community should improve the service system and participation; thirdly, promoting the development of NGOs and community volunteers; finally, residence should develop main body dynamic role and enhance personal power.
