The party’s17th Session of the General Assembly stressed the need to improve the government staff evaluating system reflecting scientific development theory and correct political-achievement view. To improve and perfect the leadership to promote scientific development and appraisal system of leading cadres, is a requirement and urgent need of implementing scientific development theory and correct political-achievement view. China has always attached great importance to the assessing work of government leading cadres, as government HR sectors and academia community have continued to explore, practice, and achieved certain results. But research on the assessment of the grass-roots leadership and cadres of township is scarce, without a standardized system. Grass-roots leadership and cadres of township has always been crucial while our Party’s facilities and governments contact with the public, carrying on many important task, such as promoting economic, social, and cultural development for the districts, making sure every policy made by the party and central government is followed. Grass-roots leadership and cadres of township themselves have been followers and executors of scientific development theory and correct political-achievement view. Whether or not they could achieve their tasks well would decide whether or not our party could continue its leadership. Due to the unique nature of township government work, the current evaluating system for grass-roots leadership and cadres of township has countered many problems in practice and execution, so that the evaluating system fails to achieve results it is supposed to achieve. Therefore, it has been agreed by the academic community and HR sectors that it is worth great value to build an evaluating system reflecting scientific development theory and grass-roots practice, assess the grass-roots leadership and cadres of township in a fair way, guide them to establish correct political-achievement view, carry out scientific development theory, inspire the enthusiasm of grass-roots leadership, build correct HR concepts and enhance the construction of leadership.This paper first analyzes the practical meaning of improving scientific evaluating system, andthe theoretical basis of evaluating systems home and abroad,combining working experience, based on L practice, with research on the current evaluating practice and problems of L, reads the leadership evaluating system currently used by L, puts forward principles, ideas and suggestions for building a good evaluating system, to perfect it in such ways as the subjects, contents, methods and results, To improve the leadership evaluating system for L, so that it is a reasonable and scientific evaluating system for grass-roots leadership and cadres of township. On basis of research, having this year’s end-of-turn evaluation in sight, it focuses on putting the system into practice and hopefully achieving good results which can be used as reference for HR choices. |
