In the history of humanity, a group of persons with disabilities in society long edge. Typically, many persons for persons with disabilities will have exclusive or even discriminatory attitude. Among the groups that suffer from discrimination, there is a kind of more vulnerable groups, they are children with disabilities. For persons with disabilities in general, even less self-protection ability of children with disabilities, opportunities for survival and development is far below average for persons with disabilities. As a result, targeted to children with disabilities, special education is a must. For children with disabilities, access to appropriate, science education is the basis for its existence and development, and for countries, as short as a board of special education for children with disabilities is also the development levels of the education system as a whole.Special education for children with disabilities is an important part of China’s Socialist education should be given adequate attention.
