With the rapid development of science and technology, the birthof various new concepts and ideas has brought great benefits to thedevelopment of our society. But, with the increasing complexity ofhuman activities, human’s living environment tends towards moreweak. All kinds of unexpected events happen frequently, which is anew challenge for the governing of leaders. The emergence planitself shows limitation. What’more, the three questions put forwardby foreign researchers: a. the original plan has to be changed withthe environment; b. owning to the use of various informationtechnologies, decision-makers’ability has been improved and thetime they spend on making decisions has been shorten; c. thelimitation of decision-makers’reason leads to their deviation ofjudge on next environment, which require them to adjust in practice.It assumes that "decision" and“implementation”had time order andwere carried out by different people. However, making decision andexecutive are implementing actually at the same time, just indifferent spaces. The confinement of all the factors above brings us impromptu decision. Faced with a variety of unforeseencircumstances, policy makers make full use of human resources ormaterial resources at hand to make creative or constructivedecision according to the scene at that time, with the judge of theirfeelings and knowledge. By using impromptu decision to handleemergencies in very urgent circumstances, the decision-makersare required to make decision quickly and adjust it constantly inorder to try to control the progress of the incident, which is a way ofstriving for initiative. Therefore, the use of impromptu decision hasbecome the most effective way to solve emergency problems.As the stage characteristics, different decision-makers havedifferent ways to solve the unexpected event. The unexpectedevent is becoming more and more complex. So, in order to improvethe accuracy of solving unexpected problems and the ability toconstruct a harmonious society, it is necessary to study theresponse of Chinese government when faced with unexpectedevent. The impromptu decision-making has become the best choicefor us to respond to emergencies.In this paper, the author analyzed the three main types ofsolving unexpected events in“Ways to Deal with Unexpected Event”,according to the real cases on the basis of the references ofemergencies and impromptu decision-making. The author analyzed decision-makers’ way of dealing with problems by using differentstrategies and summarized four ways to improve the ability ofmaking impromptu decisions through the analyzing of cases. Themain parts of this paper are the third, fourth, fifth chapters. Thethird chapter interpreted the impromptu decision to help the flowingcontents to analyze how to improve the ability of making impromptudecision. The fourth chapter of this paper is mainly concerned withcases. The author selected three groups of cases, suchasemergencies of natural disasters, emergencies of accidents anddisasters and social security emergencies, to analyze the leaders’response. The fifth chapter of the thesis interpretsdecision-makers’ decisions from the beginning to the end from theangel of the stage feature of emergencies. In the sixth chapter ofthis paper, the author summed up the abilities that decision-makersmust have and analyzed how to improve decision-makers’ abilitiesfrom four aspects.The innovation of this paper is to analyze different abilities ofmaking decisions that different decision-makers’ should have whenfacing with different unexpected events.
