Study On The Assessment System Of The Local Legislative In China

In recent years, China’s local legislature has been exploring ways and means to improve thequality of legislation, and the legislative assessment system has come into being. Legislationevaluation has not been implemented in our country for a long time, so the main subjects ofassessment, the time of evaluation, the main objects of assessment, the evaluation indicators,the writing of report and so on, which were adopted by different way in the practices ofdifferent areas, a planning, long-acting mechanism has not yet been formed. In order to givefull play to the superiority of the system, improve the quality of local legislation, it isnecessary to build a systematic legislative evaluation system, expand the main subject of theassessment, and to standardize the main object of the assessment, the evaluation indicatorsand the evaluation methods, so that we can make effective use of the results of theassessment.This article sorts out and summarizes and the experience of assessment of locallegislation in recent years, bases on the practices of our country, and learns from the advancedexperience of the United States and other countries outside this region, and tries to provide forsome recommendations for the evaluation system of local legislation.
